There is stuff called liquid electrical tape. Think I saw it in Jaycar or Dicksmiths. I havent used it, but maybe check it out.

Liquid electrical tape is NOT a good product. I have some and while it might work in some applications (can't think what though) it should not be used for what we are talking about here.

Depending on where it is, you can always just use a pin to slip the terminal out of it's plug or junction box then slide the appropriate size heatshrink over it. Then you can usually isolate the wire from the loom when applying heat. Just make absolutely sure you remember where you took it out so it goes back into the right spot. If it is an ECU connector, should be able to get heatshrink over it easily.
