ra40 celica steering shaft

can anyone please tell me if the box end of the steering shaft on an ra40 is meant to move freely or should there be s Bush or bearing?

replacing steering box and thought it was odd that the steering shaft could move around with no support. most cars I've replaced them on run a bearing at either end.

discovered I'm only missing an end steal part number 45292 that should be there.
