Normally called a flasher relay, located just around the steering column.
Or you can just got to an autoparts shop and buy a flasher relay.
Heya,
I need to pillage my old celica XX for the blinker/turn signal "flasher" for lack of a better term. Which is part of the reason I'm post this, what is this part called? The part that makes the blinkers blink. I'm making a 12v 9Amp lamp and I need it to flash, and I figure this would be perfect from a car.
What's the proper name for this and where typically on a car is located? Near the fuse box? It's a Relay right?

9A is kinda high for a typical one, they only handle a few small bulbs, I'd look for an emergency flasher that handles both sides.
'I've scrapped better.' John stated when asked about the car by the guy with the silver tipped cowboy boots!
Its one and the same unit on a Toyota.

Hi,
9amp? Will a stock bokka (that's what I call them) handle 9amps?
