yeah that seems to be the case
also they are only allowing 100 mtrs from your registered address before you fill in the log book
it use to be that you could drive it within a 10 km radius for servicing /testing etc .
probably some prick public servant wearing a beige cardigan and has thick black glasses and a comb-over
    has decided this

Andrew I think the new scheme is akin to you what you suggest. 90 days unrestricted use with logbook.

Sounds like an improvement to me.

I think the changes (so far), resulting in the introduction of the logbook, are a good thing. Nothing specific has been determined yet in regards to vehicle standards.

I wouldn't be having a go at the public servants. My understanding is that they have worked cooperatively with the likes of the AOMC, AHMF and ASRF. It's not like this new scheme was forced upon enthusiasts without consultation. (Far from it.)

Note: Modders who present a car for inspection with a particular specification (maybe stock, for example) and then proceed to make substantial changes without passing a re-inspection or perhaps resulting in the vehicle no longer being considered eligible could get caught-up in random VicRoads audits. Under the new regs VicRoads have the power to suspend/cancel club plates. Clubs will also be required to maintain better records of permitted vehicles (such as photographic records, information regarding vehicle condition/specification/modification, etc.). Clubs will also be subject to VicRoads audit.

So more checks and balances under the new scheme.

I would agree with Richard, the new rules and log book are overall excellent.

Sure you can't go for a "service run" in your car when ever you like without filling in the log book..but with 90 days up your sleeve, is any one seriously going to use all those up in their weekender? I seriously doubt it!

By the looks of things, no need to contact the club. It's very much looking like 90 day rego.
If it comes into effect with the changes mooted I'll be very happy to run my eligible but hardly road driven vehicles in this fashion.

Hopefully something similar happens with bikes. I want to put two classic 2 strokes on the road next year and the club reg inconveniences are a little restrictive. This would be perfect!
(I've not looked at bike club permits in any depth so if anybody has more info that would be great!)

I'm all for it. I'll put all three cars on 45 day permits and never use them up.

Apparently Victoria police were pushing for it, due to the virtual impossibility of properly enforcing the old scheme.

It will mean our cars will become far more usable, not just for club events.

Although I reckon Graeme will have pups, the number of cars that will now come up for inspection, presuming there are no changes in club inspection requirements?

there is a clause that states that if any car in the permit scheme is deemed by the club to be in an unsound or unsafe condition the relevant club issues a warning to the registered car owner
if he chooses to ignore the notice the car club can notify the registration authorities
    or remove the plates
it does throw back a fair bit of responsibility to the car club
also any one in the scheme, must be a financial member of an approved club
say for example, i let my club membership expire , the club has the right to withdraw the plates
nostalgia is not what it used to be:

i think it is great the owners and clubs will have to take responsibility
club plates are a priveledge, and should be treated as such

could have ben worse.. they could have withdrawn the scheme entirely!
