Apparently not, it will need to comply with the following (slower than 10.99s):
• SNELL SA2000, SA 2005, SFI 31.2A
• SNELL M2000, M2005, SFI 41.2A
• BS 6658-1985
• AS/NZS 1698:2006
• AS/NZS 1698.

They had a bit of leway in regards to the AS 1698 but have started to clamp down on non-compliance, so play it safe and get/borrow one of the above standards.

last time i ran 15.4 back in like 06 i had a horrible start, crazy boost issues so i should run alot better than that now..

There is a 10 year limit on AS1698, but even then I wouldn't take a chance when you can get open face helmets at a Motorcycle shop for @$70 that comply so it is a fairly cheap way to avoid disappointment.

No idea, its a 5L on lpg, so not exactly a weapon, i'd just be taking it for a laugh / something to do
