ST 185 error code 54

My celica has the error code 54
I have bridged the level sensor.
The intercooler electric water pump runs when I supply power thru a temporary wire.
The intercooler electric water pump has no power when the engine is running and revved.
I have reset the ecu but the code comes back about 20 to 30 seconds after starting.
I cannot find any blown fuses.
Can anyone please help
Pump will run for about 5 seconds when engine is revved cold but then stops. Once engine warm pump won't run.
I have run a power wire from accessory circuit to pump.
Pump runs all the time ignition is on and engine light does not come on.
Would like to apply correct fix so if anyone has an idea it would be greatly appreciated.
