Default Crank timing pulley timing belt guide, fixed or spinning?

I'm re-assembling my 3SGTE and when re-installing the timing belt guide that goes over the crank timing pulley it doesnt sit on the tooth/key on the crank itself. Therefore it has nothing to stop it from spinning, is this correct? I have yet to install the timing pulley cover, does the cover(once bolted on) push against the guide and keep it from spinning?

Simple Q but I cant find the answer anywhere.

it will spin until you bolt up your harmonic balancer and then the balancer will tighten it against your crank timing pulley

As said,

It doesn't locate, just gets held in place by the crank pulley
